Layoffs beginning to climb to dangerous level

Layoffs beginning to climb to dangerous level

11:03 AM ET 12/20/07 Marketwatch

WASHINGTON (MarketWatch) -- It's an article of faith among the economic optimists that a recession is impossible as long as people have jobs to fuel their spending.

They point to the very low unemployment rate of 4.7% and to steady growth in incomes. The feeling is that the economy's problems really are contained to the housing market and to the Wall Street firms that bet the ranch on housing. Main Street is fine, they say.

But there are worrisome trends. The labor market is weakening. Firms are still hiring, but at a slower pace. And layoffs are beginning to mount. If the job market gets much worse, a recession is inevitable, because layoffs in one firm often lead to layoffs in another, and that leads to a pullback in both consumer and business spending.

The Labor Department reported Thursday that initial jobless claims rose to 346,000 last week, with the four-week average rising to 343,000. Except for a few months in late 2005 after Hurricane Katrina, that's the highest level for new claims since the early days of the recovery. By contrast, initial claims were just 307,000 in July.

In the past, a steady rise in initial claims to about 375,000 has usually preceded a recession. The level of initial claims represents job destruction.

A similar story is being told in the continuing claims data, where the number of Americans receiving unemployment benefits has also risen to a two-year high. Continuing claims represent job creation, since they show how hard or easy it is to find a new job after being laid off.

The jobless claims data aren't a smoking gun, not yet. The weekly data are very volatile, especially near the end of the year, when there is lots of job movement. It's possible that jobless claims won't go any higher.

"The weakening reflects a slower pace of hiring -- not a surge in layoffs," concluded Omair Sharif, a strategist at RBS Greenwich Capital. But others are more worried. "The combination of falling consumer confidence and rising jobless claims is a terrible one for the economy," said Tony Crescenzi, chief bond market strategist for Miller Tabak & Co. "The expansion will end if this continues."--Rex Nutting, Washington bureau chief
